The candidates knew the rules and should have complied with them. Romney, Paul, and Obama met the requirements. Why couldn’t Perry and Gingrich? If you are serious candidate, this shouldn’t happen.

In 1976, Reagan was unable to get on the ballot in PA or NY. Was he a serious candidate?

I have no idea why he didn’t get on the ballot, but I doubt he was precluded because of his political positions. I am sure he failed to comply with the existing rules.
