I did a Google search "cell phone IP address" and came up with this:

As with any wired host, a cell phone exposes limited information to Internet servers in the form of a User-Agent tag and an IP address.
...cell phones do provide an IP address. I'd expect that address would come from the service provider, so it may be static, but that's a big assumption on my part. Don't have the time to delve into this further today, but there may be some worthwhile stuff in the document, or other links from the Google search.

Well, I quickly skipped down to the conclusion and found this:
We showed that IPs can vary on short time scales on a single device, and that they contain very little information about the locality of the device; cell phones hundreds of miles apart share the same IP address space. These properties of cell phone IPs make IP-based user identi cation and geolocation almost impossible, hampering the ability of websites to blacklist users, display localized content, optimize performance and detect fraud.Seems like a non-starter to me...

I have met him and traveled with him. He seemed the real deal, but has a very volatile temper when drinking. We saw that first hand. Unfortunately. He’d be very angry if he read this, too.
He was very unkind to some Canteeners, and posted some inappropriate music and graphics there, too. It’s a shame that things happen to people to cause them to become so angry.

A lot of people who see what is happening to our country are under a lot of stress right now. Maybe he was just suspended and not banned. Sorry if I'm too much of a softy, but there are things I've said and done that I wish I could take back.
In spite of all the "be strong," "buck up," and "take it like a man" advice I give to people, I do realize that we are in dire straits, and that it is very difficult to maintain one's equanimity through such pressure. Which is exactly the point of this administration's committing outrage after outrage on a daily basis.
It's a zer0 bird-flip "in our faces" to us every day, day after day.
We must rid ourselves of these evil monsters and NOT ALLOW them to steal another election again, ever.

I'm not sure where this is coming from given he was criticizing Ford in 1975 and launched his primary run the fall of that year, late by today's standards for sure but no way he was dragged into anything.
In fact, it was the establishment that kept him at bay in 1976.
Not sure why the Palin types like to rewrite history to make a case for her, but have it I guess.
She's not running and she's not Reaganesque, not even close.
