With a Court Order, the HI DoH records administrator has the authority to edit, change, update or modify an existing record and backdate it to the original filing date to mask the change, i.e. a child is adopted and his birth name and the name of his birth father are changed ... the original is sealed and archived and a new COLB is created and backdated.
The clues to the Soetoro adoption are:
1) BHO’s II original long form BC has been sealed and archived by Hawaii DoH
2) BHO’s II original long form BC has a “date accepted” and his COLB has a “date filed”. The “date filed” is due to a Court Ordered changed, update, edit or modification by the Hawaii DoH records administrator.
3) The original should have stated BHO Sr. race as Negro and the updated, modified, changed or politically correct Court Order states his race is African American.
The race of the child is not shown on HI birth Certificates of that era, or now.
The race of the father and mother were shown. In the document released by the White House, his father's race is shown as "African", which is not a race. (many Arabs are africans, and they are caucasian, so are some South Africans and Rhodesians, having lived there for several generations.)
His mother's race is shown as caucasian, which is a race. Negro or negroid would have been the proper terms in 1961.
