There does not need to be a legal definition for commonly understood terms. That modern people no longer remember what the terms meant in 1787 is not the fault of those who wrote our laws at that time. Indeed, they repeatedly urged us to harken back to the meanings of words in use at their time.

I have no concerns about the loyalty of the children of American Soldiers born abroad. They are loyal and posses allegiance to only one nation. Nothing more needs to be considered.
