But was he talking about a date-stamp from a computer? I thought the BC’s were stamped by a Bates stamp. I really wish I could hear what was being said. He was talking about the sequence of the BC#’s, wasn’t he?

It looks like it's a legal term for stamping a legal paper document with the date and time the document was signed/received/valid etc.
Since we are dealing with electronic documents, the Bates Stamp would have to be an embedded, digital time stamp.
Almost certainly the format that would be used would be the UNIX Epoch second/microsecond counting.
