Most states have FREE abortions available.
And the rate of abortions depends mainly on how the people there want it, not their leaders.

For what its worth, and this is not to credit Romney in any way, as the trend long preceded him, for an extremely liberal state, perhaps the most liberal, Massachusetts has a rather low abortion rate. Most of the big Democrat states have higher rates.
