Rep. John Bingham, author of the 14th Amendment :

” ... I find no fault with the introductory clause [S 61 Bill], which is simply declaratory of what is written in the Constitution, that every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your Constitution itself, a natural born citizen...”

Keep your penumbras and emanations that also say the right to kill babies is also written there in the Constitution.

Your post does not support your cause.
There are statutory exceptions and Treaty exceptions, which cover children born at sea or the children of diplomats, etc.
Madison and other Founders commented on the rights and power of Congress to make such exceptions.
All Bingham has done is note the fact that exceptions have always and will always exist, but that the primary issue is the place of birth.
