Considering this is Sheriff Joe I can give hims lots of room to move. He might have found waiting each time had an advantage, or that a better opportunity to make it count came along, or that he found even more to work with. There's no reason to have a press conference if there's nothing to announce. They can announce nothing in a simple press release or not bother to do any press at all.
