I wonder if this includes government ("public sector") jobs as well, or just the handouts the rest of us pay for?

The conservative think tank's annual Index of Dependence on Government tracks money spent on housing, health, welfare, education subsidies and other federal programs that were "traditionally provided to needy people by local organizations and families."

No, it does not.
Add to that:
Federal Gov't:
   2 million Federal Gov't CIVILIAN employees (excluding Postal Service - obsolete and overpaid waste)SOURCE
   570,000 Postal workers
   Total:     2,570,000 Federal Gov't parasites

------------------------------------------------------

State and Local Government (Excluding education and hospitals)
8,274,600
Add in education and hospitals and you get almost 30 million people getting wages from the government.
