key to keeping American youths from starting to smoke cigarettes is increasing excise taxes on tobacco products
From criminalizing candy cigs and establishing smoke free zones was for naught when the whole trick was to charge the kids more for their tobacco products...that they aren't supposed to be possessing to begin with. Our country is so screwed.

As with all else that comes out under the Obama admin - it is likely a precursor to taxing the hell out of “unhealthy” foods in order to “save” us.
