In the ‘big picture’ I would imagine it is a big YES.
The only reason I carry is so I will be prepared in the event I ‘need’ something.

That appears to be the true definition of premeditation.

Also, if a person takes a weapon or two and a whole passel of ammunition and opens fire on a crowded avenue, OF COURSE he is ‘crazy’, a sane person would not be so inclined - Unless you really, really wee weed someone off.

You would 'lawfully carry' a weapon for offensive use?
Folks who have followed the rules of our society to carry weapons per those rules are very unlikely to do so for offensive reasons. They do recognize that there are those who do not follow the rules, and so they rightfully premeditate self-defense in the event they encounter such miscreants. There's also valid reason to carry a weapon outside of our society, such as going about the wilderness, and the chance encounter with an animal that may do you or your companions harm.

Weapons are tools, and as such should be selected thoughtfully for the scenarios you could become engaged in. A Colt .45 is a lousy hammer - a Nail-Gun is a lousy defensive weapon. Premeditation.
