WTH????

What they mean is that water increases in volume as it gets warmer. If you look at the warming/cooling cycles connected with El Nino/La Nina, you'll see a fluctuation in sea surface temperature:

I understand what they mean, but the expansion is so little that I don’t see how it could have a noticeable impact. On the other hand, when it turns to ice it’s a whole different ball game.
