Ordinarily “exempt” means you are not affected at all. But I believe here it means that those exempted are exempt from the obligation to pay, but not the benefits of medical care; that is, the exempted will receive the same lousy care provided to the suckers paying for it.
So it won’t be “free” after all—except to 0’s base. And it will be a lot more expensive to the payors because a huge bureaucratic infrastructure will have to be created, all beholden to the Democrats.
