The numbers were issued at a central office, based on the zip code in the applicant's return address. Obama's zip was 96826. If you mistype it as 06826, you get a zip that falls within the zip ranges in Connecticut. That would have caused him to get the next number from Connecticut's pool instead of Hawaii's. Once assigned, SSNs are not changed. But no big deal, because it's just a number, not some sort of falsified credential of Connecticut residence or something.
