Neither any dispatcher nor anyone at 911 has legal authority to tell someone at the other end of the phone line to do ANYTHING, including initiate a chase or end a chase.

They are not on the scene, therefore, they can't legally direct anyone to do this or that.

A person must, however, obey directions from a law enforcement officer AT the scene of an incident.

Yeah, you're right, I realized that after I posted.
I truly hope this kid was justified in killing.....just a terrible tragedy..
