There are many who live here who would not personally pay the new higher tax rate so they would vote yes for it. This is how they keep getting parcel taxes passed they exempt seniors
in exchange for there yes vote.
If this did get on the ballot with the other tax increases Brown and his cohorts are putting forth some will be looking at a 14 to 15 state income tax. I hate this state

California ( perhaps the wealthiest state in the nation) is already bankrupt. The state is of course overwhelmingly Democratic. By framing the intent with ‘residents’ they have shown their true intent as you point out. Free ride for any Mexican or any other illegal resident to milk the USA. Their attitude apparently is that their country of origin, especially Mexico, doesn’t owe them anything but the people in the USA do.
