You are forgetting something. All the departments you mentioned have unions. The biggest ones are the police and fire departments.In fact, they all have unions. LA is a very union friendly place. That is why nothing gets done.
The people are going broke and can no longer support the crushing weight of bloated corrupt unionized government police/fire mobs.
It's not that complex. The people have no more money to support this level of corruption.

No, biz as usual is no longer usual for government. Ask the new cops and FF how their pensions look compared to those already retired on lottery style government retirement pensions. And even those are coming into question as investments made by CalPERS are in the toilet. Try taxing a broke private sector population more simply to carry these bloated government parasites...I wish them luck, as they are going to need it.
