For a long time, I've been thinking that it may be necessary to "sanitize" the Union. Your idea of fencing them off is not a bad one. This "fix" should be applied to other population centers as well. New Orleans, Atlanta and others come to mind. Applying this healing repair to the Union would be the approximate equivalent of a high colonic enema for the Union.
