It was an attempt to combine the “no good” aspect with “he looks black” as if to justify the perception that he must be up to no good.

Without the dispatcher’s question, it gives the impression that Zimmerman was overly preoccupied with the perp’s race, not simply answering the dispatcher’s question, and significantly alters the “flavor” of the audio.
