[UK] Homeowners to foot bill for green improvements
UK Telegraph ^ | April 9, 2012 | By Nick Collins, Science Correspondent

New regulations proposed by the government will prevent people making significant home improvements unless they also pay for energy saving measures such as loft or wall insulation for existing foundations at the same time.

Home owners who are unable to afford the additional cost will be told to borrow it under the government's Green Deal, under which the money is paid back with interest via energy bills.

The new regulations, which will apply to specified home improvements including loft and garage conversions, conservatory extensions, and boiler or window replacements, could come into effect as early as October when the Green Deal is set to be officially launched.

By any definition, the people have become slaves of the state.

Thanks for a great laugh. I was stationed in England from '73 - '75. The culture shock was stunning then, but things have only gone down hill since.

The poor quality of the food, TV license (that was a shocker), ancient flush toilets with a tank mounted high on a wall, personal hygiene issues. The prejudice of the English, Irish and Scots displayed to one another.

There were positive aspects too. I found the people generally respectful, well educated and then there is ritish humor. Took a while to ‘get it’, but once I understood, I loved it, still do.

And British ales & lagers, oh so much better than anything from the US.

Seeing laborers doing construction in a tweed jacket and tie was a trip too.

I would say my experience there was overall 80% positive.

Coming soon to a country near you, very, very soon. Toilets and light bulbs are just the beginning. It may soon be very foolish for even the middle class or upper middle class to own a home.

No one has really been a homeowner for a very long time anyway, you may have paid off the bank loan, but that is far from owning property free and clear. The government is ultimately the real owner.

The food has improved (although many Brits including myself would argue it was never quite as bad as made out, but then I am Scots and weve always had a better standard of produce).

Toilets have improved, the old ones are almost non-existant now. The only bit I would argue with is personal hygiene, although i’d ask you to expand further.

I was botn in 1970, so growing up in 70’s Britain, I wouldnt say we were dirtier or smellier than other people.
