Same as the US military. No firearms on base unless issued or personal firearms checked in and stored.

As I recall, we counted rounds when issued and returned, as well.

It didn't used to be that way, even up to the '80s. But it's that way now.

The difference is that VMI is not a military base. It is a college that is supposed to be dedicated to developing citizen soldiers to defend the Constitution...not trample it.
