GSA executive asserts right to remain silent

WASHINGTON (AP) — The General Services Administration inspector general said Monday that he's investigating possible bribery and kickbacks in the agency, as a central figure in a GSA spending scandal asserted his right to remain silent at a congressional hearing.

Inspector general Brian Miller, responding to a question at the hearing, said, "We do have other ongoing investigations, including all sorts of improprieties, including bribes, including possible kickbacks."

Jeffrey Neely, who asserted his Fifth Amendment privilege before the committee, has been placed on leave as a regional executive in Western states.

Neely, summoned before the House Oversight and Government Reform Committee, could face a criminal investigation by the Justice Department — where his case was referred by the inspector general.

Neely was largely responsible for an $823,000 Las Vegas conference in 2010 that was the focus of Miller's report. Three other congressional committees also are looking at the conference spending and a culture of waste at the agency in charge of federal buildings and supplies

"Mr. Chairman, on advice of counsel I decline to answer based on my constitutional privilege," Neely said in response to questions from chairman Darrell Issa, R-Calif.

Do we have any info on Jeffrey Neely?

Like, when was he hired at GSA? When did he become the Western Manager of GSA?

It seems he was not hired or placed in this position by the Bush administration otherwise the media would already be blaming Bush.

He most likely is a Clinton appointee.

No one feeding at the taxpayer’s expense should be considered immune to answering questions. Period.

Accepting the job waives any self-incrimination.

Background info on Neely—

In 2005, Government Executive‘s Shawn Zeller interviewed Neely in connection with a story on successful leaders in government. Here are excerpts from that report:

In the mid-1970s, Jeffrey Neely was swimming for the Army. While many of his fellow soldiers were doing training drills, Neely was racing and coaching a competitive military swim team in Germany. The swimmers traveled to bases in Europe and raced against other teams.

Neely joined GSA in 1978, after leaving the Army. He set his sights on a goal: become an assistant regional administrator, one of the top civil service positions at the agency.

Now 50, Neely achieved his goal in 2003, when he joined the Senior Executive Service and was appointed assistant regional administrator for GSA’s Public Buildings Service in San Francisco. In that post, he’s responsible for 35 million square feet of federally owned and leased real estate in Arizona, California, Nevada, Hawaii and the Pacific territories.

Foremost on his mind at the moment: building a $400 million courthouse in Los Angeles.

“I knew I wanted that job, and I set myself to doing that by working in lots of different places,” says Neely. “Intentionally, I got myself into lots of different pieces of PBS, because I knew I would need that experience.”

Part of being a leader is knowing your work better than anyone else. It’s about making the life sacrifices to get you there, sacrifices that win respect because others are unwilling to make them. Neely, for example, has spent years working in GSA outposts: San Francisco; Kansas City, Mo.; Honolulu; Reno, Nev.; and the agency’s Washington headquarters.

“He excelled in every job,” says Carl Votteler, a lead program analyst with GSA’s Office of National Customer Services Management.

Neely is a tireless traveler, regularly visiting his 550 employees. “I want folks to be sure I’m interested in what they are doing. . . . I think you rise up in the ranks when you can create energy in a group of people,” he says.

More info—

The Oversight Committees released internal memos that showed GSA officials debated last year whether to give Neely a bonus for his job performance. The officials were aware at the time that the inspector general was investigating the conference spending.

The now-resigned GSA administrator, Martha Johnson, granted Neely a $9,000 bonus over the objection of Deputy Administrator Susan Brita.

The Feds gassed and burned children alive at Waco, Texas (basically in front of the media) and no one was punished.

So... no, this guy won’t be punished.

The Federal government is better than you. And more smarter.

(By the way - In the recording I heard earlier, a Congressman asked him what the budget was and this dude pled the fifth. That wouldn’t seem like a tough question to answer considering its publicly available.)
