I suppose that they had hoped to take advantage of a several hundred year long warming trend augmented by a cyclic warming pattern that began in the late 1970s. Some of them must have known that they had to seize the power they desired before a cooling phase began again. Part of their problem is that many who should have known better actually bought into their own misinformation.
When the data started contradicting their CO2 warming theory they started "adjusting" the numbers. After nearly 15 years of no statistically significant warming... it is getting harder and harder to keep up the charade. This is why they have had to resort to more and more outrageous tactics.
Are we sure that this isn’t satire?

Introduce a law in Congress that says all data used for AGW analysis must be released in total, along with all adjustment to historical data, stating the reason and the amount of adjustment.

For all of the “evil genius” theories espoused about 0, he has done no end of very stupid things.
“Global warming” is near last among the concerns of Americans. They are FAR more concerned with the cost of gas. If he hangs his hat on this, he is very much playing into the hands of the GOP.

The media will point out that with all this global warming we won't need mittens anymore.
