CHICAGO (CBS) A new report reveals plans to keep residents and dignitaries safe during the NATO Summit include a no-fly zone, with a shoot-to-kill mandate for those who break the ban.
As CBS 2s Susanna Song reports, the government is warning small plane pilots that if they enter the no-fly zone during the summit, they may be shot down.
This is no joke. It will be enforced for May 19 to May 21.
The flight advisory was issued by the Federal Aviation Administration. The advisory bans non-commercial aircraft from flying within 10 nautical miles of downtown Chicago and below 18,000 feet.
A nautical mile is about one minute of arc of latitude along any meridian. It amounts to 1,852 meters, or about 1.15078 standard miles.
The United States Government may use deadly force against the airborne aircraft, if it is determined that the aircraft poses an imminent security threat, the advisory says. Be advised that noncompliance with the published (notice to airmen) may result in the use of force.
The advisory says lesser violations by airmen might result in civil penalties and the suspension of airmen certificates, as well as criminal charges.
The only aircraft allowed to fly within the restricted area include regularly-scheduled commercial passenger and cargo carriers, police, and military planes supporting the Secret Service.

A shootdown is a high-regret decision. The airplane and debris cloud will come down, somewhere, for sure.
All that mass and fuel landing in an inhabited area could cause many casualties.
I see this as part of that new “no trespassing near the president or anybody else SS designates” law, another increment of control.
Someone gets shot down...they crash into a school....500 children are killed....sure they’ll shoot them down.
There’d have been media-sponsored rioting if the “cowboy” Bush administration had made such an outlandish and “irresponsible” threat against Americans like that.
We never even had those kind of orders when the Cold War against the Soviet Union was at its worst stages. Did the Soviet Union reform ? Who exactly is attacking NATO ?

The NOTAM alone is news yet the real story will be how many pilots violate it and the results. Both in the air and on the ground.
The FAA also defines a nautical mile as 6076.11548 feet.
It seems to me that all some jolly joker would need to do is to get a large model airplane that would be rigged to take off on remote control, then fly a designated path until it got brief encoded instructions to change its flight path.
It would drive the authorities nuts, and in their effort to shoot it down with real weapons not designed for shooting down small drones, they could cause a lot of collateral harm.
They would try to jam its control signals, but that would do nothing as it would not respond to continual control signals. Then how do you kill a mosquito with a sledge hammer?
Yet Obama reinstated FRISA wiretapping, multiple citizen database trackers, call correlation and more with not a peep of protest, even from the people screaming for bush’s impeachment for doing the same thing.
Actually it was for bush doing a lot less than what obama has done.
