It’s regulated for minors, not anyone else. Purchasing alcohol under the age of 21 is regulated in most of the US but that doesn’t mean everyone else can’t buy a beer.
Since anyone over 18 with a clean record can buy a rifle in the US, do you consider that not regulated either?
