Barney Frank does the same thing in every interview. He starts spouting off at the mouth, lying and then when interrupted, says “don’t interrupt me, may I finish” etc. It’s his tactic. He thinks he’s always on the floor of the House and that the “chair” should allow him to speak.

If you didn't interrupt him he would still be talking today long after the set lights had been turned off and the camera crew went home. If he were polite and let his debate opponent finish but insisted that respect be returned while he completed his statement he might be respectable. But Frank will interrupt his opponent after three words and then demand that his interruption not be interrupted.

He's like a soccer player who goes for the groin kick, but will flop on the ground demanding a red card if he gets bumped.
