Do you actually know that she claimed she wasn’t a resident of the “county”, and not “country”? Could be a typo, could be a lie. I will wait for clarification.

I think either one would be intentionally misleading given that she is a US citizen and is still a registered voter in that county.

You are a citizen of the country and [optionally] a resident of a county. Counties do not grant citizenships, and the court clerk's office certainly should know the difference.

Additionally, a comment included by a court clerk’s office staffer states that the reason for Cate Edwards’ excusal was that she was not a citizen of the United States of America.

A remark "not a citizen" on or near a form that explicitly asks if you are a citizen can only mean the US citizenship.
