What exactly is his immigration plan?

1 - It’s not finished yet
2 - Close the Border
3 - Make INS more efficient (process faster)
4 - Provide mechanism for students to stay under student visa’s, but they’d still go to back of line for legal imigration & citizenship.

The first three are not new ideas nor are they difficult to do if we have a government that enforces our laws and defends our borders. 40% of all illegal aliens came here legally and overstayed their visas. Securing the border only solves part of the problem.

Rubio is referring to so-called "children" who were brought here by their illegal parents. It is his version of the Dream Act. But issuing them student visas will not resolve the issue. They should go out of the country to apply for legal immigration to this country. And what about those "children" who don't want to go to college? Can they stay as well?

Rubio is advocating amnesty. When you reward something, you get more of it. And when those students get their status legalized and reach age 21, they can sponsor their relatives, including their parents, to come here legally. And how fair is it to those children of intending legal immigrants who are waiting overseas for their turn to enter and attend US schools?
