Somebody, somewhere needs to seat a grand jury to untie this knot.

Or a federal grand jury seated for any other purpose can choose to ignore the direction of the federal prosecutor and decide to investigate this on their own. Contrary to popular believe, grand juries do not have to limit themselves to cases presented by the prosecution. They can investigate any crime they wish without the consent of the prosecution.
