My idea is more outlandish.

I would offer every inner-city mother $25,000, a big screen TV, and a year free food from the local chicken fast food store if they would surrender all of their pre-kindergarden children, if any, and get their tubes tied. Single females over 14 as well.

Then I would grant the Catholic church license to open orphanages to raise these children through High School prep school.

So I would simply take away all of the under 6-year from inner city mothers, with their permission, and start from scratch raising the children to be good citizens.

The way we are going, in the year 3050 we will still have inner city families the same as they are today.
