was it common to put so many on one person back then?? Did everyone else put theirs on him?
No idea...the lei have either been added to hide tampering as you say, or maybe take attention away from what appears to be the kenyan and the young woman beside him having their arms around each other.
Speaking as someone who graduated from high school in the islands, that is quite common for special occasions.
It was and is common to pile leis like that on people; whether this photo is shopped or not I have no idea. But for arrivals, departures, graduations etc of people who have a lot of friends or relatives, I’ve seen piles of leis like that.
