My only issue is #4 - the unintended consequence of executing criminals is that they will be willing to kill more to cover up their crimes. Maybe if we added “death by immuration (live burial)” for individuals who kill to cover up their crimes?

If was only a few weeks after the Supremes shot down the death penalty that a couple of melanin-enriched armed robbers killed everyone in a Seven-Eleven.
Their reasoning? The penalty for killing all those people wasn’t any worse than for armed robbery, so it was “smart” to eliminate all the witnesses.
The penalty for murder should be much worse than for armed robbery. It should be death, swift and sure.
