A California water agency director has been arrested on suspicion of felony child abuse after a neighbour shot and posted an online video of him whipping his stepson with a belt while playing catch.

Imperial Irrigation District Director Anthony Sanchez, 34, was arrested Friday on $100,000 bond according to Sheriff's Lt. Scott Sheppeard after caught hitting the child with a belt in one hand and a baseball glove in the other.

In the video uploaded to YouTube, the stepfather's seen repeatedly beating the boy, even knocking him to the ground, before stepping back to wait for him to toss the ball back which he drops.

After a long stall by the boy who stands frozen in place, the man returns to him - a glove on one hand and a belt in the other - hitting him once again.

The boy can be seen physically upset, holding his body, before Lopez opens his window, calling at him to stop.

He didn’t hit him hard. He gave him one little slap with the belt on two or three occasions. Granted, my computer is majorly screwed up and it is impossible for me to watch any kind of video except in herky-jerky motion. I might have missed something.

Sheesh, you shoulda seen my old man whupping me back in the day... you didn’t measure the severity of the spanking by counting the number of times he hit me; you set the egg timer to see how long the whipping lasted.

Now, why is he hitting his kid? Can’t tell on the herky-jerkytron. Maybe the boy didn’t want to play ball? Maybe he wanted to go dress up in his sister’s clothing, which deserves a severe whipping.

I sense another poor guy is about to get railroaded for behavior that wasn’t really that bad and may have been done for good cause.

I’m sure this kid will learn his lesson and never drop a damn fly ball as long as he lives.

If they arrested the guy, then they have probable cause (unless you’re the Zimmerman prosecutor). Being that they arrested him on felony charges, I suspect they examined the kid and found serious marks on him. Of course I could be wrong - it’s always possible that a feminist saw the tape and considered it ample evidence for ruining a man’s life, but, more likely, there was good cause.

Agree. No disciplume allowed in schools either. Can’t punish the troublemakers and everyone suffers.

Then we all pay the jail bill.

Horrible. I was spanked rarely but fear is strong motivation for compliance. Good lesson to learn early and perhaps this explains the highest incarceration rate in the world is here in the US.

Looks like the belt treatment my dad gave to me and my brother. Every day I'm thankful that my dad cared enough about us to discipline us.

Your Dad beat ya and used a belt on ya while playing catch?

I thought playing catch was supposed to be fun?

Nice dad ya there Mr. Kangaroo.

My dad only picked up the belt when his hand got tired. Still I hated restricting my activities like cheer leading or friends much more.

Whipping a child for not catching a ball, and YOU AGREE?

Your a sick freak, or just too stupid to comprehend the written word.

Either way I just don’t want to know.

I’ll just play it safe and presume your brain is rotting out of your skull.

..."how people could see a rape of a child and just walk away"

Curious as to who witnessed a child being raped at PSU and walked away from it. That statement doesn't jive with anyone's testimony (including Mike McQueary's).

Sick - spanking doesn’t work, isn’t necessary and is unChristian.

BTW, I played catch with my kids nearly every single week for 15 years...Never once did I use a belt on them while doing that sort of fun thing. They got their asses kicked when they did something they shouldn't be doing, when they knew better...Absolutely..... But while playing catch?

You got a screw loose Mr. Kangaroo.

spanking doesn’t work

Oh... it does... until they are about 3 years old and can talk. Then the 'game' is over.

I don’t believe in whipping a kid for dropping a ball or any other innocent mistake.

The man in this video sure does.

But we do not hear the words spoken or know the background behind the incident.

Oh please. The video speaks quite loudly.

If the kid was being mouthy or disrespectful a swat with the belt was called for.

Says who??? What if the adult is demanding that the kid do something that he can't do??? Are the words "I'm trying" or "I can't" disrespectful then?? or just truthful.

The parent knows the whole situation and not the noisy neighbor nor the judge nor the general public.

The nosy neighbor was the only adult in the situation. The father is a public official who knows the law. I'm sure in his job he has belted others with it. Now that he has turned himself in, he's going to find out how it feels.

The kid is grabbing himself and bouncing from the pain. A child is still a person and not a private whipping post every time a parent gets frustrated.

There's only a couple reason why my kids get popped. Most things only get them a swat. Disrespecting their mother or dad earns them a real whopping. Lying is another. My kids really haven't gone beyond that level of misbehaving. I have 6 kids ranging from 21 to almost 3yrs...

Honestly that kid needs to be rescued.

This video reminds of me of when my dad got pissed at my mom once and beat the S*** outa me. That's one reason why my dad and I haven't seen each other in over 30yrs.

my Dad never felt he needed a belt for a job his hand could do... and believe me, he didn't

I just cannot comprehend how anyone could treat any kid, much less their own son like that.

My dad never whipped us for dropping a ball or any innocent mistake. We only got it when we were asking for it, only for things like willful disobedience or persistent whining. My brother only remembers one time when he got one that he doubted he deserved, but we agreed it was more than made up for all the times we probably deserved one and didn't get it.

If this whipping in California was for merely dropping a baseball, I'd agree it was uncalled for and despicable. But we can't tell from the video what it was really for.

When we started being able to outrun my dad running after us with a belt in his hand,...I thank God for my Dad.

Playing catch at your house must have been blistering fun!

The guy in the video appears to have been whipping his step-son for dropping the ball. He is an abusive moron who belongs in jail. I sincerely hope that this was not the "belt treatment" you and your brother received.
