After having two car windows smashed by druggies looking for loose change I learned the hard way to do just that when I lived a few months in SF. They then used my car as a place to sleep.

A large percentage of serious crime is committed by chronic criminals. Somebody who chooses to make his living from crime has to do a LOT of crimes to pay his expenses. Focusing on putting the chronic criminals away for a long time accomplishes the most out of reducing crime.
