Because he is going from one place to another, because he wanted to or maybe for no reason at all, he needs no reason. He is a free man and breaking no laws so why not.

So why carry a rifle dowtown? There plenty of possible reasons; here's one:
His car wasn't working and he needed/wanted to take the gun to a gunsmith for repairs, accessories, whatever.
