Milwaukee police record clerks have routinely changed computer codes by hand in a way that removes serious assaults from the city's violent crime rate, a Journal Sentinel investigation has found.
This is done even when the department's computer system flags the incidents as cases where an aggravated assault classification is warranted because a dangerous weapon was used.
Instead of correcting the report to put the incident in the proper crime category, in hundreds of cases clerks or supervisors changed the weapon listing to generic codes that avoided triggering additional scrutiny by state and FBI crime analysts.
That allowed the incidents to be reported as simple assaults, a lesser classification that is not part of the city's violent crime rate, which Police Chief Edward Flynn and Mayor Tom Barrett have touted as dropping for four consecutive years.
While Flynn has blamed computer issues for more than 500 cases of misreported aggravated assaults identified by a Journal Sentinel investigation in May, a review of the process shows any computer shortcomings are exacerbated by clerks who department officials now acknowledge handled cases incorrectly.

This kind of data massage is common to almost all agencies that are mandated to report in any government arena. The results are politically predetermined and the data is then made to fit. Even the watchers manipulate the data to justify their existence. And so government grows and people get exactly the amount of government/crime the society is willing to tolerate.

From all the LEOs I’ve known over the past 25-30yrs, they tell me that their depts have “reclassified” many crimes to purposely lower the various crime rates, and the FBI’s year-end stats, so that the Law Enforcement Community/Industry looks good. Too much Fed/State funding involved; the reporting process is totally-corrupted and had been, for a long time.
You are correct. Lies, damn lies and statistics. And dept.’s use them both ways.

If you read further down in the article. They blame the computer system and want 7.5 million to upgrade it. Thankfully it was not approved but I like how when they screw up, they want to spend more money rather than stop padding the numbers. Typical government corruption.

Agreed. I remember hearing from one LEO that the domestic abuse definition was changed years back. It includes homosexuals, live in couples, and even when two or more friends rent an apartment/condo/house etc... Essentially, domestic abuse is defined by people “living” together even on a temporary basis. Needless to say, the domestic abuse statistics went through the roof.

It’s not really a liberal state. There are 5.5 million people in Wisconsin and 2.5 million live in the Madison / Milwaukee metro area that is super liberal. The rest of the state is normal. To bad we can’t give Madison and Milwaukee to Illynoise.
