Don't know what the frontal view looks like, but my first reaction was that it looks very much like Thulsa Doom's head after Conan lopped it off.

If you're disgusted, understandable, but, seriously, it's HBO, the home of Bill Maher. This is really nothing to organize a boycott over.
You're right - this particular incident is nothing to boycott over. Americans should be boycotting HBO (and Showtime) on general principle. In fact, Americans should be boycotting television in general. If you've just got to see something, there's always the internet, so long as not a single dime goes to Hollywood.

“The last head on the left is George Bush,” says David Benioff, one of the show’s co-creators, in the DVD commentary.
“George Bush’s head appears in a couple beheading scenes,” adds co-creator D.B. Weiss.
“It’s not a choice, it’s not a political statement,” explains Benioff. “It’s just, we had to use what heads we had around.”
In an interview with TheWrap earlier this year, Weiss and Benioff said they tried not to deliberately inject politics into their show, based on the novels of George R.R. Martin.
“We’re definitely not tempted to do anything consciously,” Weiss said. “Of course we’re voracious news readers and we live in the world and are very influenced by the world that we live in, so I think enough finds it’s way in that way probably more than enough finds it’s way in that way. To try to do it on purpose seems like it would be a mistake.”

If I read this correctly they used a prop head that either resembled or was directly a representation of GWB for the head of Ned Stark? If so, maybe by sheer and unintentional coincidence, they used Bush's likeness for one of the few characters in the books (there are five so far) who was a moral and scrupulously ethical hero. Ned Stark's trust in the truth and his attempt to reveal it, knowing what the cost could be, is what got him killed (that and an evil little adolescent monster and false king named Joffrey - who gets his later on).Wait. That's Ned Stark's head from Season 1?
Hell, like you, I am the opposite of outraged.
The rash, hotheaded creation of the lib army got out of their control and killed the most honorable man. If they wish to liken that honorable man to W, so be it.
