This is fairly...stupid. Retardation is not mental illness. In most cases it is congenital, with the exception of those who develop retardation due to illness or trauma.
It is regarded as a permanent condition that can only modestly be mitigated with education. It requires no treatment or palliative care, and neither gets worse nor gets better.
A person who is retarded needs maintenance, not therapy, psychiatry or chemical neural adjustment. If they do need these things, it is separate and apart from their retardation.
Previously, retardation was defined as being of four classes. “Moron” was once applied to people with an IQ of 51-70; “Imbecile” (IQ of 26-50); and “Idiot” (IQ of 0-25).
For all intents and purposes, this is still a functional scale, except it operates parallel to the autism spectrum, as autism is essentially different in character to retardation.

This is totally pointless, like many other PC attempts to change the language, for example with terminology for homos. Mentally retarded was originally an attempt to have a more neutral, clinical term for them, instead of just calling them “idiots”, “dullards”, etc. So, mentally retarded started out as a PC term too. Over time, the negative connotations that were associated with the old, loaded terms, just got tranferred over to the new PC term.
Changing the terminology isn’t enough to change peoples’ opinions, those opinions just become associated with the new terms, and then the PC crowd will demand another term, and another, ad nauseum.
And as an unexpected consequence of striking mentally retarted from the code, Slow Joe Biden suddenly disappeared!
