Romney can do something about this right now if he has the balls. Romney should immediately announce that, once he is President, he will use the Amnesty List as a Deportation List. Signing up for the Amnesty will be the equivalent of signing your own deportation papers.
This will also serve as a "No Confidence" vote for Obama, undermining his authority immediately as few Illegals sign up for the program.
