She appears to be having a problem with here lips sticking to her teeth.

Watch her holding and leaning onto the podium for support.

At one point, she appears to be borderline emotional.

I have a very different take (yes, I watched the whole thing). Drunk? Maybe...but I don’t think so. What you saw was someone who knows she is defending the indefensible.
