Job searches, to count for federal participation rate, must be monitored at your states one stop center. If your region is allowing recipients to do flippant job searches, state and federal monitoring should pick this up and should be fined. There is alot of oversight, but regional workforce boards must meet participation (50% single families and 90% two parent families) to get paid. I get there is deception out there. so.. they have to spend 20 hours at the search center per week? or they have to turn in documentation that they spend the required time looking?
