This looks like a anti-protest strategy to me.

Any protest the Obama administration doesn't like, such as the Fire Eric Holder protest. They simply announce a suspicious package and close the streets. They may even have an operative place a suspicious package

Thus it's hard to level anti-free-speech charges at them, because they aren't preventing the protest so much as they are protecting people from the suspicious package.

Prior to, and during, any protest in that area, keep the video cameras rolling (ya know, to help the feds with their investigation should a package magically appear ...)
