I have a Yaesu VX-7R for my HT (Handy-talkie in HAM-speak), and it’s never failed me. It’s water proof, has tons of features, and supports 3 bands.

If you’re not a licensed HAM, I would suggest getting at least a technician-class license. MOST local EOC (Emergency Operations Commands) hold monthly licensing classes. Cost is $20 to take the exam, and most clubs offer free classes/study guides. The technician exam is incredibly easy, and even with a rudimentary knowledge of math and how radio works will net you rights to the most popular bands.
