Obama administration guts welfare reform with new HHS rule 11:05 AM 07/13/2012
The Department and Health and Human Services announced the agency will issue waivers for the federal work requirement of the Temporary Assistance for Needy Families (TANF) program considered a central facet of welfare reform in 1996 Thursday.
The Information Memorandum states that the agency will be issuing waivers for TANFs work participation requirements for parents and caretakers as a way to find new approaches to better employment outcomes.
While the TANF work participation requirements are contained in section 407, section 402(a)(1)(A)(iii) requires that the state plan [e]nsure that parents and caretakers receiving assistance under the program engage in work activities in accordance with section 407, the memo, signed by HHS Director of the Office of Family Assistance, Earl Johnson, explained. Thus, HHS has authority to waive compliance with this 402 requirement and authorize a state to test approaches and methods other than those set forth in section 407, including definitions of work activities and engagement, specified limitations, verification procedures, and the calculation of participation rates.
The goal, according to the memo, is to improve employment outcomes by encouraging states to consider new, more effective ways to meet the goals of TANF, particularly helping parents successfully prepare for, find, and retain employment. HHS will also require states to provide a method for evaluation and monitor progress.

Actually, I think that is exactly what Obama is hoping for. It will generate sympathy votes, and he needs them. Clinton's popularity increased after he was impeached.
What a shame. Welfare reform act actually worked and was one of the few things the Republican congress did when Newt lead them to victory years ago. Clinton signed the bill because it was popular and it was an election year.
The motivations matter not. The results matter not. The methods that Preisdent Obama has used to impose his will are unacceptable. We have a Law and limits on Executive power for a reason. Look at the DOMA Law, the Immigration issue, and not this welfare issue. The more people there are on welfare, the less money there is for everyone on the welfare rolls. By allowing the States to ignore the searching-for-work requirement yes more people will jump on the welfare rolls. This will mean less money available for them and the people already on the welfare rolls.
The Law excluded the Search-for-Work requirement from being waived for a reason. Now, without
Congressional action, President Obama and his administration has rewritten the law. In doing so he and his admin. have violated the checks and balances. They have made law without the consent of the Legislature.
He may have the purest motives. His motives don't change the fact that he is acting more like a Ruler than a Leader. Who do YOU, the People, want running the USA? A ruler or a leader:

Yet the kenyan born tinpot dictator can circumvent congress and the courts through executive fiat, all the while the Republicans in congress sit in the corner crapping their Pampers while sucking their thumbs.
Let’s not blame the President for Congress handing its Constitutional power to the executive. We’ve been here before during the 20th century and we’ll be here again in the 21st until Americans demand a return to Constitutional government - Congress writes the laws.
