Not to nitpick, but that is a crime just about anywhere. Under the Criminal Code of Canada, it is illegal to "produce a false alarm of fire", and that applies not just to pulling an alarm but also to shouting "fire". It involves serious jail time.
Maybe midnight shows should be banned.
Theaters should be limited to only 25 people at a show.
In a gun free zone, all doors should be locked when the movie starts.
No cell phones.
No children after 8pm.
