That's true. For example, the original Constitution extended citizenship to only free, white males.
The United States were a group of states inhabited in the majority (except for South Carolina) by white people, and they decided to freely associate with each other in a political union limited to themselves, since they virtually all came from the same region of Europe and predominantly spoke the Anglo-Saxon languages of English and German (but mostly English).
What's so shocking? That was their concept of a nation. Wasn't changed until the adoption of the 14th amendment.
Having said all that, the article is merely Leftist satire: he's mimicking what he thinks whites say about non-whites, especially illegal aliens.

The end game here is to make the Americans foreigners on their own land. Invasion and takeover usually do have that goal.
