Don't believe for one minute Biden has any liberty until after the election. I can find it totally believable that he was told, “One more ‘foot in mouth’ moment and you will have to be replaced because of your newly discovered medical condition that makes it necessary to resign as a candidate for Vice President so you can begin treatment immediately.”
I personally believe that the whole Hillary supposed rejection was a smoke screen and she has agreed that if he screws up one more time, she'll step in and save Obamalamdingdong's worthless rear end.
