I’m wondering if they were on the toll-road between Cuernavaca and D.F.? There is a huge switchback there called La Perla where you have to reduce your speed limit down to about 25 mph to get through it. Ambush type of area, IMHO.
Cuernavaca has long been the playground of the rich and infamous, since the Aztec days. It’s a gorgeous area and there is old money there. Probably went there to meet with other officials.

But it has gotten bad in the past 4 years. Now it is no longer a nice suburb of D.F. but rather a breeding/nesting ground for cartel and other bad element. Wife's family has a house there. Not the childhood playground it once was.
And I've been down that hairpin turn - many don't make the turn.
