No, just dramatic cuts to payments for providers, such that it becomes economically infeasible to provide those services. The result is the same as directly cutting benefits. This should be featured in a Romney/Ryan ad as just another example of democrat dishonesty. They could even use the Clinton finger pointing image as his ‘tell’.
