Romney needs to explain the difference between those who don't want to work, and those who can't work.

The elderly ? yes, there needs to be a safety net for them, so too for the handicapped ( is that politically correct to say that any more ? ).

Romney needs to make the stark contrast between the people who are willing to work, but, can't, and those who are able to work, but, won't.

Absolutely right. I know too many who are gaming the system when there is nothing wrong with them. I despise them.

I also know many who, through no fault of their own, are not able to find a job and others, a job that pays a sustainable wage.

There are distinctions.
